How do I know what my landlord can and can’t do?

I want to know what to do about a rental company making a fraudulent claim in their advertisement for the house I rented. They promised central air when in fact the unit on top of the house does not work. On 6-2-10 I spoke to the rental agency and they said they have no intention of fixing it or installing a new one. There is a small wall unit in the den but it certainly is not central air and it's too small to cool the whole house. Is there anything I can do? It is beginning to get hot now.
